What do a flat-pack building kit, a prefabricated wall panel, a transportable building and a precision-manufactured volumetric home have in common?

They may all be called modular.

But they are not the same.

This is a classic example of the jingle-jangle fallacy: a problem that occurs when the language we use creates a misleading impression of similarity or difference.

The jingle fallacy occurs when distinctly different things are assumed to be the same because they share the same name.

The jangle fallacy is the reverse: similar things are assumed to be different because they have different names.

The construction industry is experiencing both. However, the jingle fallacy surrounding the word modular is particularly problematic.

When the same label is used for fundamentally different products and processes, customers, developers, governments and investors can struggle to understand what they are actually comparing.

The modular jingle

Across the construction industry, modular can describe:

  • flat-pack components;
  • two-dimensional wall, floor and roof panels;
  • relocatable buildings;
  • three-dimensional modules constructed using traditional building methods; and
  • precision-manufactured volumetric homes.

These approaches may all involve some form of off-site construction, but they differ significantly in what is manufactured, how it is manufactured and how much work remains to be completed on site.

Calling all of them modular creates an impression of equivalence that the underlying products and processes do not support.

The word may be the same. The method is not.

One label, very different products

Consider three homes that might all be marketed as modular.

The first is a flat-pack system. Frames, panels and components are manufactured away from the site, transported as separate pieces and then assembled and substantially completed by trades on site.

The second is a three-dimensional module constructed out in the open. It may be built using a largely conventional sequence of construction before being transported to the site. This is a legitimate form of off-site or volumetric construction, but it does not involve an advanced manufacturing system.

The third is a precision-manufactured volumetric home. It is created as a series of complete three-dimensional sections known as precision-manufactured volumetric modules. Each module is engineered and manufactured through an integrated, repeatable production process in a factory setting before being transported to site and connected to form the finished home.

All three homes might carry the modular label.

But what leaves the factory, and then what still needs to happen on site, is substantially different.

What is a precision-manufactured volumetric module?

A precision-manufactured volumetric module is a complete three-dimensional building section.

It incorporates the floor, walls and ceiling or roof structure and may include internal linings, windows, doors, services, fixtures and finishes before leaving the factory.

Each part of the term serves a purpose.

Volumetric distinguishes the module from a two-dimensional panel, frame or flat-pack component.

Precision-manufactured describes how it is produced: through an engineered, repeatable and digitally coordinated manufacturing system rather than simply transferring conventional construction practices into a shed or open paddock.

The module is designed from the outset to be over-engineered for strength, transported, installed and structurally connected with other modules on site.

How Fortro is different

Why the modular jingle matters

It creates false comparisons

If every off-site system is described simply as modular, customers may believe they are comparing equivalent products.

A lower-priced flat-pack system may exclude extensive on-site erection, trade coordination, finishing and service connection. These costs are added later. A precision-manufactured volumetric home may appear more expensive because a much greater proportion of the completed dwelling is already included.

Without clearer terminology, these are not like-for-like comparisons.

It hides what is actually being delivered

The most useful question is not simply:

Is it modular?

It is:

What leaves the factory?

With a flat-pack or panelised system, building parts leave the factory. Significant assembly and completion are still required on site.

With precision-manufactured volumetric construction, complete three-dimensional building sections leave the factory. Most of the work has already occurred within a controlled factory environment.

That difference influences time, cost, quality assurance, risk and the amount of activity required on site.

It makes construction timelines difficult to compare

Two companies might both advertise faster modular construction, but the basis of that claim may be very different.

A panelised system can accelerate the production of frames and walls while still requiring substantial construction on site. A highly completed volumetric system transfers much more of the building process into the factory, where manufacturing can occur concurrently with site preparation.

The term modular build time means little unless the level of factory completion and the remaining site work are made explicit.

It affects the reputation of the sector

When a product marketed as modular experiences delays, defects or extensive on-site completion, customers may conclude that modular construction itself has failed.

The issue may not be modular construction as a category. It may be the particular system, level of factory completion or production process used.

Loose terminology allows the performance of one approach to shape perceptions of every other approach carrying the same label.

Then there is the jangle

The industry also experiences the reverse problem.

Terms such as volumetric construction, off-site manufacturing, modern methods of construction, industrialised construction, prefabrication and modular manufacturing are sometimes used to describe similar systems.

Different names can make related approaches appear more different than they really are.

That is the jangle fallacy.

The solution is not to keep inventing new labels. It is to define each system according to observable characteristics: what is produced, how it is produced and how complete it is when it leaves the factory.

Five questions that cut through the terminology

Before accepting the description modular, customers and decision-makers should ask:

  1. What leaves the factory? Is it components, panels or complete three-dimensional modules?
  2. What proportion of the home is completed before transportation?
  3. How much construction and finishing remain to be undertaken on site?
  4. Is the product built using conventional construction practices or a repeatable precision-manufacturing process?
  5. Does the final product meet Australian Standards, and can it stand the test of time and weather conditions?

These questions move the conversation beyond labels and towards meaningful differences in process, product and performance.

It is time to move beyond “modular”

Modular remains a legitimate umbrella term, but it is no longer sufficiently precise on its own.
